RESOURCES AND DEVELOPMENT class 10 (PART-3)

Resource Planning - It is one of the  most widely recognised strategies of judicious use of resources.
kसंसाधनों के विवेकपूर्ण उपयोग के लिए एक सर्वमान्य रणनीति है |
It has significance in a country like India which has great diversity in availability of resources .
|भारत जैसे देश के लिए जहां संसाधनों की उपलब्धता में बहुत अधिक विविधता है |

Resource Planning of India ( भारत में संसाधन नियोजन ): 
  it is a complicated process involving three processes :
यह एक जटिल प्रक्रिया है , जिसमें तीन सोपान है |
1. Identification and inventory of resources across the regions of the country ,
देश की विभिन्न प्रदेशों में संसाधनों की पहचान कर उनकी तालिका बनाना
2. Developing a planning structure endowed with appropriate technology , skill and institutional set up for implementing resource development plans ,
संसाधन विकास योजनाए लागू करने के लिए उपयुक्त प्रौद्योगिकी , कौशल और संस्थागत नियोजन ढांचा तैयार करना  |
3. Matching the resource development plans with overall national development plans .
संसाधन विकास योजनाओं और राष्ट्रीय विकास योजना समन्वय स्थापित करना |
Steps taken by India ( भारत द्वारा उठाए गए कदम ):
1. India launched Five year plans after independence
स्वाधीनता के बाद भारत में पंचवर्षीय योजना लागू  किया गया |
2. Country established different types of skill and research  institutions  how to utilize resources
देश में  संसाधनों के उपयोग  हेतु विभिन्न प्रकार के कौशल और अनुसंधान संस्थाएं स्थापित की गयी|

Conservation of Resources ( संसाधनों का संरक्षण ):
* Resources play vital role for any development activities .
किसी भी विकास गतिविधि में संसाधन महत्वपूर्ण भूमिका निभाता है |
*    Over utilisation of resources and irrational consumption may lead to environment and socio-economic problems
संसाधनों का विवेकहीन उपयोग और अति उपयोग के कारण कई सामाजिक -आर्थिक और पर्यावरणीय समस्याएँ पैदा हो सकती है |

*  Gandhiji's view : " There is enough for everybody's need and not for anybody's greed".He placed the greedy and selfish individuals as the root cause for resource depletion at the global level.
गांधी जी का संसाधनों के संरक्षण पर उनके विचार " हमारे पास हर व्यक्ति की आवश्यकता पूर्ती के लिए बहुत कुछ है लेकिन किसी के लालच की संतुष्टि के लिए नहीं | उनके अनुसार  वैश्विक स्तर पर संसाधानो के ह्रास के लिए व्यतिगत लालच एवं स्वार्थ प्रमुख कारण है |
*  He was against the mass production and wanted to replace it with the production by masses.
वे अत्याधिक उत्पादन  के विरूद्व थे और इसके स्थान पर अधिक बड़े जनसमुदाय द्वारा उत्पादन के पक्षधर थे |
*  The club of Rome supported resource conservation for the first time in a more systematic way in1968.
1968 ई० में " क्लब ऑफ रोम " ने पहली बार व्यवस्थित तरीके से संसाधन संरक्षण की वकालत की |
*  The Brundtland Commission introduced the concept of " Sustainable Development" and advocated for resource conservation which was published in a book entitled " Our Common Future".
ब्रुनडटलैंड आयोग ने "सतत विकास " की अवधारणा प्रस्तुत की और "हमारा सांझा भविष्य " रिपोर्ट में संसाधन संरक्षण की वकालत की |
